Job Summary:
Under the direction of the State Construction Quality Assurance (QA) Manager, the Construction Operations Compliance Program Manager oversees the Department’s field training and coaching program.
This is a key position in identifying, elevating and correcting areas of non-compliance within the Department while training field personnel on current procedures to improve the quality of ADOT construction activities within Arizona Department of Transportation’s (ADOT) construction program.
This position provides training and coaching of ADOT office and field personnel on various construction related processes including: Contract administration, policy and procedures, Standard Specifications, project administrative requirements, inspection requirements and techniques, industry products and processes.
This position provides statewide support to ADOT district construction offices and field personnel, ensuring the Department's compliance with federal and state requirements.
This will require the employee to implement assessment tools to evaluate employee skill level and exercise independent judgment within agency guidelines.

Job Duties: Train and coach field and office personnel in: project administrative requirements, approved industry construction practices, Department approved procedures, construction inspection activities, and perform various inspections for highway and bridge construction during field office coaching visits, while driving a state vehicle in the course and scope of state business.
Manage the daily operations of the Department’s field training and coaching program through supervision of staff engaged in training and coaching of ADOT construction field office personnel throughout the State.
Examine engineering project records, inspection diaries, quantitative checklists, material certifications, and other documents for accuracy and completeness of the contractor’s work.
Review inspection results with field inspectors, project supervisors, and Resident Engineers.
Provide technical assistance to the Resident Engineer and staff as requested.
Liaise with ADOT district construction units to advise, provide guidance, and provide additional support in developing corrective actions and continuous improvement plans for compliance.
Develop and implement employee assessments to ensure conformity with the ADOT Standard Specifications, Federal Highway Administration (FHWA) requirements, project plans, contract documents, Construction Bulletins, Arizona Technical Testing Institute (ATTI) & American Concrete Institute (ACI) testing procedures, as well as internal policies and related industry practices.
Perform a variety of duties and special projects related to highway construction as assigned by the Construction QA Manager.
Other duties as assigned as related to the position.
Knowledge, Skills & Abilities (KSAs): Knowledge: - Principles and practices of engineering as applied to the areas of assignment.
- Material design, testing procedures, and requirements as prescribed by the American Association of State Highway & Transportation Officials (AASHTO) and the American Society for Testing and Materials.
- Federal and State statutes as applied to highway construction work.
- Agency standards, policies and procedures applicable to the construction industry.
- ADOT’s 2021 Standard Specifications, ADOT’s Material Certification Requirements, State and Federal Manual on Uniform Traffic Control Devices, Federal Stormwater Pollution Prevention Plan Requirements.
- Proper use of the English language to include spelling and vocabulary.
Skill: - Compiling and interpreting data as it relates to the management and inspection of highway construction projects.
- Training and coaching others, working with contractors, working with leaders at multiple levels and developing interpersonal relationships.
- The assessment and evaluation of state employees skill level and performance of their job duties.
- Assembling, facilitating, and collaborating with small groups to assist in the development of corrective actions and continuous improvement procedures.
- Computer functions such as the Google platform including email, Doc, and Sheets along with Microsoft Office programs including Word and Excel.

Selective Preference(s): The ideal candidate will have a broad knowledge on a variety of standard construction industry processes that equates to ten years of experience as an ADOT Transportation Construction Technician 4 or greater, or ten years of experience as a Lead Field Inspector on heavy highway construction projects, or equivalent experience within another agency or state entity, or the skills to perform the job acquired through formal and informal training including but not limited to ten plus years of heavy highway construction supervision experience.
