Assisted Living Bureau Chief Department of Health Services Job Location: Address: 150 North 18th Avenue, Phoenix Arizona, 85007 Posting Details: Salary: $105,600 Grade: 27 Closing Date: OPEN UNTIL FILLED *THIS POSITION IS ON SITE AT OUR ASSISTED LIVING FACILITIES LICENSING OFFICE* Job Summary: As the Bureau Chief for the Bureau of Assisted Living Facilities Licensing (BALF) and under the general direction of the Assistant Director, this position is responsible for the overall leadership, management, and direction of the statewide licensing system for assisted living facilities and other related health care institutions, which includes the issuance of licenses; oversight of compliance and complaint surveys; and enforcement and technical assistance.
The Bureau Chief directs the strategic planning and development, coordination, implementation, and evaluation of all processes within the Bureau.

The Bureau Chief works with a variety of stakeholder groups, including other state agencies, associations, legislators, providers, and the community at large.
The Bureau Chief is responsible for the overall development and implementation of policies and procedures, rules, and legislation.
The Bureau Chief manages contracts with other state agencies and grants.
The Bureau Chief has overall authority for hiring, orientation, training, recruitment, retention, performance reviews, and other personnel actions.
The Bureau The Chief oversees the program budget, including all revenue activities, such as billing and collections, operational spending, and personnel services from multiple funding sources.
The Bureau Chief serves as the media representative as required by the Director or designee.
The Bureau Chief provides direction and oversight of information management systems, to provide data, performance measurement, and quality improvement, ensuring ongoing program integrity.
The Bureau Chief may also be required to serve on Advisory Committees.
*THIS POSITION IS ON SITE AT OUR ASSISTED LIVING FACILITIES LICENSING OFFICE* Job Duties: - Provides overall leadership, management, and direction of the statewide licensing program and processes and supervises and manages programs that license assisted living facilities and related healthcare institutions.
- Develops and implements policies and procedures, rules, and legislation as related to the regulation of assisted living facilities and related health care institutions; Serves as a technical expert; Prioritizes needs and strategically aligns resources to address those needs.
- Works collaboratively with a variety of stakeholder groups, legislators, communities, and partners within the private and public sectors as related to the regulation of assisted living facilities and related healthcare institutions to achieve common goals; Initiates and maintains important personal, and professional contacts.
- Oversees the overall program budget, including the revenue and collection processes for the bureau.
- Provides direction and oversight for the management information systems, including data and performance management and quality improvement as related to the bureau.
- Oversees the human resource function in the bureau, including recruitment, hiring, training, performance evaluations, and disciplinary actions.
- Directs the strategic planning and evaluation processes of the program as related to the State Long Term Care Licensing program; Directs management and other studies and surveys for improving administrative methods and practices.
Knowledge, Skills & Abilities (KSAs): Knowledge of: -Statutes and rules, program administration and management including specialized knowledge relating to planning, organizing directing, and controlling/coordinating child care regulatory activities.
-Comprehensive knowledge of inspection, investigative methods, procedures, and techniques.
-Data collection, research, and statistical methods.
-Contemporary trends and practices of medical and behavioral health care systems and service delivery.
-Program evaluation, health care policy, licensing requirements, patient confidentiality, and HIPAA.
-Effective communications skills and ability for document writing and working with stakeholders.
-Working knowledge of division and department policies and procedures regarding procurement and personnel, survey and enforcement methods.
-Proficient knowledge of health care systems, federal, state, and local legislation and regulations as they relate to the Division of Licensing and Public Health.
-Quality assurance methodologies and changing trends in public health and health delivery systems.
-Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
Skill in: -Extensive skill in interpersonal relations as applied to contacts with health care providers of licensed/certified/unlicensed health care services and/or programs.
-Evaluating and interpreting established statutes and rules and providing technical assistance to licensees.
-Observing facilities and providers for violations of standards.
-Utilizing interview and investigative techniques for both adults and children, essential for evaluating services and complaint investigations of alleged physical, sexual, and/or emotional abuse.
-Use a problem-solving approach to decision making, while considering the impact of alternative solutions.
-Effective oral and written communications.
-Plan and organize work implement plans and execute decisions.
-Negotiate to achieve common goals and objectives.

-Educating child care licensees on a variety of topics, including those of discipline and abuse, disease prevention, records maintenance, supervision, safety, nutrition and dispensing of medication, sanitation, and transportation.
Ability to: -Prior leadership experience and demonstrated ability at the Program Manager/Team Lead/Office Chief level or above.

Selective Preference(s): Bachelor's degree in a health, education, business or management related field and 5 years of management experience related to licensure.
Master's degree can substitute for 1 year of the 5 years of professional experience.
