Job Description Performs daily operations and administration of the city"s floodplain ordinance, projects, programs, and related functions of the Stormwater Management Plan as required by the Clean Water Act (CWA) and the city"s stormwater regulations.
Job Responsibilities Manage Federal Emergency Management Agency (FEMA) and administrative floodplains within the city, including floodplain use permits, technical reviews of floodplain development documents, inspections, enforcement, mitigation of flood hazards, and Arizona Department of Water Resources (ADWR) Community Assistance Visits.
Administer the Stormwater Management Plan as regulated by the Arizona Department of Environmental Quality (ADEQ) and the Environmental Protection Agency (EPA).
Participate in emergency preparedness and response before and during flood events and post-flood recovery.
Attend planning and design meetings for drainage projects that are significant to both FEMA and administrative floodplains.
Assess the impacts of proposed land development and/or maintenance practices upon floodplain management and stormwater quality management; analyze and interpret mapped data, land management plans, and capital improvement projects.
Develops and implements floodplain and stormwater quality education and outreach programs.
Research and analyze floodplain management and stormwater quality-related issues.
Acts as a liaison on floodplain and stormwater quality matters.
Advises staff, citizens, consultants, and other agencies on floodplain matters relevant to programs and projects.
Provide technical support for compliance with the Federal Clean Water Act (CWA) requirements.
Keep informed of all changes and legislation that affect both the floodplain management and stormwater quality programs.
Represents the city in attending meetings, advisory groups, and neighborhood groups, and responds to citizen inquiries and complaints.
Supports the city's policies, goals, and objectives and works with management and other staff to ethically achieve such goals and objectives.
Other Information/License, Certifications, Etc Candidates who are selected for an appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, and employment verification and may be subject to a drug/alcohol test, medical, polygraph, and/or psychological evaluation.
Candidates who are appointed will be required to possess a valid driver"s license to operate a vehicle in Arizona or meet the transportation needs of the position.
Preferred Certified Floodplain Manager (CFM) or be able to obtain certification within one (1) year of appointment.
Knowledge, Skills and Abilities KNOWLEDGE AND SKILLS - Demonstrated Knowledge of: City and department procedures, policies, guidelines, and City Code.
Occupational Safety and Health Administration (OSHA) laws and regulations, and National Incident Management System (NIMS) procedures.
Principals of program and project management.
Federal and state specifications, regulations, and quality standards.
Principles and practices of effective leadership, supervision, and training.
Skill in: Assessing and prioritizing multiple tasks and demands to meet deadlines, presenting a professional demeanor while working in stressful situations.
Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.
Operating a personal computer utilizing Microsoft Office.
Minimum Qualifications Graduation from a college or university accredited by an agency recognized by the U.
S.
Secretary of Education or Council for Higher Education Accreditation (CHEA) with an associate degree and two (2) years of full-time experience in a related field.
Physical Demands and Working Environment Work is performed in a standard office environment with occasional work outside in various temperatures.
Some evenings and holiday work may be required.
May require frequent sitting and continuous operation of a personal computer.
May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.
Some fieldwork will be performed outdoors and will require the operation of a vehicle.
