Under general supervision, the Human Resources (HR) Specialist Sr will manage HR functions multiple complex departments within the Educational Outreach and Student Services (EOSS) dept.
These functions include but are not limited to maintaining and retention of unit personnel files; payroll management; staffing coordination; human resource compliance; internal controls; and other functions designated by unit administrator.

Responsible for the payroll process for the assigned unit, resolves payroll discrepancies and works as a liaison between the unit and OHR to reach a solution.
Coordinate and manage personnel searches, applicant evaluation and hiring, the unit's faculty promotion/tenure, probationary, progress towards tenure reviews and the unit's annual evaluation process.
Process a heavy volume of payroll transactions for employees paid on multiple funding sources, (i.
e.
state, local, grant).
Manage human resource and payroll quality control for department or unit satellite offices.
Determine budgetary impact of salary actions and work closely with the unit financial administrator to review account expenditure requests and obtain expenditure approvals in accordance with established financial guidelines and policies.
Ensure maintenance of appropriate personnel records based on OHR, state and federal guidelines.
Oversee and manages the response to internal and external audit requests and prepares audit documents for payroll reconciliations; may work collaboratively with the financial specialist.
Work closely with college administration and central OHR Benefits office to coordinate faculty, staff and student benefit issues.
Advise and assists management and staff in the handling of employee relations issues, complaints and/or grievances and determination of appropriate actions.
Participate in a variety of departmental, college, and university-wide initiatives and meetings to represent unit's interests in the area of human resources and to ensure an integrative/collaborative support of college and university interests.
Perform other duties as assigned to ensure the continuity of department operations and to meet customer service needs.
Minimum Qualifications Bachelor's degree in a field appropriate to the area of assignment AND five (5) years of related administrative experience, OR, Nine (9) years of related administrative experience, OR, Any equivalent combination of experience, and/or education from which comparable knowledge, skills and abilities have been achieved.
Desired Qualifications Demonstrated knowledge of all applicable federal, state and regulatory requirements, laws and standards.
Demonstrated knowledge of human resource practices, regulations and standards.
Demonstrated knowledge of life cycles of recruitment process Demonstrated knowledge of electronic data processing as it applies to human resources/fiscal automated applications.
