The Office for Research and Sponsored Projects Administration (ORSPA) within the Knowledge Enterprise (KE) invites skilled Grant + Contract professionals to apply to the Grant + Contract Officer Principal (GCO Principal) opening on their Proposals & Negotiations Team (PNT).
In this role, you will serve all three groups within ORSPA PNT by providing overflow support, conducting training on resources, and acting as an advisor for solutions that affect all PNT functional groups.
Grant + Contract Officer Principal is a professional-level role within research administration.
At this level, you should have a specialty in three functions – communication, overflow, and training.
In addition to these operations, this position will have all the standard responsibilities of the Proposal Functional Group.
Per EAR and ITAR requirements, candidates are required to provide proof of either US citizenship, Permanent US residency, or classification as a protected individual as defined in 8 USC 1324b (a) (3).

Salary Range $50,895 - $80,000 per year; DOE Close Date 30-April-2024 Category 03 Essential Duties Technical Focus Path: Acts as a resource to ASU Research Advancement Administrators, provides assistance, guidance and counsel during development, pre-submission administrative review, management, authorization and transmittal of grant and contract proposals to federal, state, and private funding agencies to verify and ensure ongoing compliance with all applicable regulatory and financial compliance requirements imposed on Institutions of Higher Education including: sponsor, ABOR, university, state and federal regulations.
Reviews grant and contract award terms and conditions; actively participates in the negotiations of terms providing recommendations, assistance and support during negotiations as necessary; reads and interprets contracts and other award documents to determine budget, invoicing schedule, restrictions and other pertinent information.
Interprets regulations and guidelines of program funding for complex grants and contracts; prepares renewals and periodic reports for grant agencies.
May be responsible for setting up awards in the ASU systems, as request or required.
Works in conjunction with Research Advancement Administrators to ensure timely and accurate post-award accounting of grants and contracts; reviews reconciliation of accounts for compliance of charges in accordance with sponsoring agency/contract conditions and requirements.
Manages awarded projects in accordance with University and sponsor regulations; provides contract, policy and procedure interpretation to academic departments; reviews and assists prepare invoices, standard and non-standard accounting reports to federal and sponsoring agencies, including, but not limited to: detailed cost and financial analysis, forecasts and projections reflecting interrelationships of accounting data, and provides financial tracking and fiscal control to fulfill reporting requirements.
As a resource, interacts with sponsors and staff to resolve problems and correct errors in fund management to ensure timely collection of revenue through accurate presentation of invoices.
Maintains all applicable project records and files; decides proper handling of financial transactions; approves transactions within designated limits.
May prepare or assist in preparation of special accounting studies and monitors final reporting requirements Provides solutions to problems presented by lower level staff and recommends changes to accounting system, methods or procedures to management, utilizing knowledge of accounting principles and practices.
Reviews computer reports for errors or inconsistencies; investigates and corrects problem.

Minimum Qualifications Bachelor’s degree required and seven years of related experience, OR, any equivalent combination of experience, and/or education from which comparable knowledge, skills and abilities have been achieved.
Desired Qualifications Evidence of a Juris Doctor (JD) Law Degree.
Experience with negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements.
Experience with complex contract clauses including Service Level Agreements.
Knowledgeable about clauses related to research agreements, service agreements, material use and data use agreements.
Experience with interpreting FAR, contract law, procedures to acquisition and contract administration including change orders, supplemental agreements, terminations, claims and close-out contracts.
Knowledge of cost/price analysis techniques.
Knowledge of export controls.
Support capture activities, to include requests for proposals, cost/price analysis, cost volume preparation.
Provide contractual and business recommendations to technical staff, business leaders, and other leaders.
Ability to independently resolve complex contractual issues and recommend business solutions to satisfy both internal and external teams.
Ability to create new contract/agreement templates to solve business needs and in accordance with polices and regulations for contracting.
Experience in training staff on various agreement types including both that are funded and unfunded.
Privacy regulation knowledge (e.
g.
, GDPR, HIPPA, FERPA, etc.
).
Ability to coordinate and independently lead meetings/conference calls related to projects which involve senior leadership and upper management.
Working Environment Climate-controlled office setting subject to extended periods of being in a stationary position.
