00 (DOE) Grade: 24 Open Until Filled Job Summary: The Arizona Department of Administration (ADOA), Benefits Services Division (BSD), is currently seeking a highly skilled and motivated individual to join our team as a Business Analyst.
This pivotal role is essential in providing comprehensive systems support and functional expertise across our HRIS system and related processes.
The successful candidate will play a crucial role in developing, analyzing, and optimizing our HRIS system and reports, ensuring efficient benefits administration and process improvement.
The ideal candidate will possess a strong background in HRIS systems, a detailed understanding of benefits administration, and the ability to manage multiple stakeholder relationships.

Job Duties: Acts as the liaison between internal and external business units; produces reports and analyzes data for end users including internal BSD and other ADOA teams, along with other state agencies Serve as a key liaison between Member Services, Plan Administration, HRIS, retirement systems vendors, and other system users to streamline operations and enhance system functionality Assist in resolving complex HRIS business process issues, particularly those related to benefits, through a deep understanding of software systems lifecycle development, including requirements definition, analysis, design, coding, testing, documentation, and implementation Utilize advanced SQL skills to generate ad hoc reports from the HRIS, and employ HRIS Add In tools for data export/import to establish system automations Oversee the maintenance, configuration, and testing of the HRIS system in relation to benefits, including plan setup and maintenance Conduct thorough research, audits, and provide appeal recommendations, offering subject matter expertise to internal staff and state agencies on benefits systems and related legal and policy frameworks Conducts research, completes account audits, and makes recommendations on benefits related appeals Uses functional expertise of benefits systems to conduct analysis, identify root cause of problems and resolve issues and make recommendations to management on how to improve operational procedures to maximize business efficiencies Support all operational activities related to the HRIS system / benefit module, including the Affordable Care Act Tests proposed system changes and interface file changes to ensure alignment with business processes and functional design documents and independently identifies any quality related issues with he benefit module in the HRIS system Assists with writing and implementing test scripts, functional design documents, prepares and maintains documentation, and develops/updates standard work and end user training materials Knowledge, Skills & Abilities (KSAs): Knowledge of: HRIS related systems (e.
g.
Onbase, Infer and/or other related benefits products) SQL and queries Health Insurance Portability and Accountability Act of 1996 (HIPAA) Affordable Care Act/ Employer Shared Responsibility Consolidated Omnibus Budget Reconciliation Act (COBRA) Arizona Revised Statutes and Administrative Code regarding benefits rules Benefits terminology and benefits issues Google and Microsoft Office Suites (Docs, Sheets, Word, Excel MS Access, PowerPoint, computer software applications) Research methodologies, spreadsheet techniques, quality assurance documenting and databases Legal requirements impacting area of assignment Skills in: Research and analytical skills, including development of related reports and recommendations Effective communication skills (written, visual, and oral expression) Uses of data reporting including generating ad hoc reports from HRIS Analysis and interpretation of benefits system-related data, HRIS system related data Spreadsheet development, utilizing spreadsheets and databases (preferably SQL) Resolving difficult and complex problems/issues which affect work completion dates, including conducting root cause analysis Developing and executing project work plans Conducting research and extracting, compiling, analyzing, evaluating, and presenting information in support of project objectives Importing and exporting data from HRIS Add ins Ability to: Communicate effectively through written, visual, and oral expression Express complex analytical findings into a clear, concise, and understandable manner in reports and oral presentation Work independently and as a team player Establish and maintain effective working relationships Plan, organize, multi-task, and adapt to changing priorities Selective Preference(s): Knowledge of benefits policies and procedures, experience with HRIS related systems Pre-Employment Requirements: Background and reference check, including a criminal records verification If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
