JOB Under general supervision of the PeopleSoft Manager this position is a system business analyst representing and supporting user requirements for the PeopleSoft (PS) financials modules.
Works to support the user community in the day-to-day operations of the financial applications.
Requires an in-depth functional understanding of the PS Financials modules, extensive analysis and troubleshooting skills as well as nVision report preparation.
Requires participation in the implementation of any new modules and upgrades.
Also requires excellent verbal and written communication plus reporting skills to work effectively with business users, application programmers, project management and peers.
This job class is treated as FLSA Exempt.

Distinguishing Features: The PeopleSoft Financials Functional Analyst differs from other IT Department Senior Application Systems Analysts by focusing on business system analysis and PS Financial modules knowledge and skills.
EXAMPLE OF DUTIES 1.
Production Support: Provides day-to-day functional support to end-users for all functional applications and supports PeopleSoft production problem resolution and enhancement requests.
Modules implemented and supported at SRPMIC Tribal Government are: eProcurement, Purchasing, Receiving and Supplier Maintenance, Accounts Payable, Payment Requests, Accounts Receivable and Billing, Project Costing, Commitment Control, General Ledger, Banking, Travel & Expenses, Inventory.
Along with these modules, the support extends to Approval Framework, Fluid Approvals, Security Maintenance, Query and Reporting.
Takes ownership of functional issues by identifying underlying problems, analyzing potential solutions and implementing system resolutions including workarounds.
Performs the functional analysis for production support activities.
Applies and enforces department change control policies & procedures.
Develops Functional Design Documents and works with technical resources to develop system enhancements or resolutions to system issues.
Owns the testing processes including development of test plans, test cases, scenarios and documentation of results.
Takes the lead in coordinating with other IT departments on integrated system support.
Provides finished work on-time and with consistent high quality.
Ensures resolution data is collected, compiled and archived in a complete and useable manner by other team members.
Works with division supervisors to continuously improve operational policies, practices, procedures and methodologies.
Works directly with various Finance Departments to support their daily processes, but also with end-users across the Tribal Government to support their requests and needs.

Reporting: Works with end users to define, develop and/or assist with the development of reports and interfaces requiring PeopleSoft data.
Requires an understanding of PeopleSoft data and how it can be used to solve business user needs.
Develops Queries as needed for the end users.
Creates mock-ups and development of Kibana, nVision, BI Publisher and SQR reports.

Research: Critically evaluates information gathered from multiple sources.
Reconciles conflicts, decomposes high-level information into details and packages specific details into executive-level summaries.
Translates findings into reports, recommendations or alternatives that identify probable causes and possible solutions to business inquiries and/or technical issues.
Documents system configurations and customizations.
Ensures systems are configured to meet organizational policies and procedures.

PeopleSoft Enhancement Implementation and Upgrade Support: Contributes to the implementation and/or upgrade process so it will positively impact the Tribal Government and provide future services that will be best utilized for the benefit of the Community.
Evaluates and improves the effectiveness of new PS modules, configuration, testing and implementation utilizing PS and industry benchmarks.
Develops, tests and documents “regression tests” for patch, bundle and major upgrade tasks.
Develops and provides training to support the Tribal Government on use of existing and new modules or functionalities as implemented.
Develops and supports key reports and queries.
Provides training on usage of those reports and queries.
Implements Best Business Practices for all associated business systems and develops the business system framework to tailor the system design in order to accommodate Tribal Government needs.
Makes business system recommendations regarding all Financials modules, makes configuration and customizations recommendations, where applicable.
Considers: Impact on recurring custom reprogramming costs for future routine software upgrades,Impact on other modules of the PS systems,Customer (end-user) “usability”,Flexibility and responsiveness to potential organizational changes,Anticipation of potential “business rule” changes, andSensitivity to Community and Tribal Government CultureCommunicates the project’s goals, objectives, challenges and accomplishments effectively to management, peers and end-users.
Completes all project phases by assigned deadlines.
Participates in the Change Management and Communication Programs.
Works with Consultant Analysts and Developers as required for implementation and/or upgrade, configuration and customization testing.
Develops user documentation detailing PS configuration and customization performed by the application development staff.
Develops and reviews user documentation of business system “rules”, process sequences and guidelines.
Interacts effectively with Finance department end-users, IT staff, independent Consultants, project Liaisons, Project Oversight Committee, PS technical and functional staff and Tribal Government employees.

Requirements Definition: Utilizes established departmental methods to conduct requirement assessments and develop associated documentation as required for production, enhancement and upgrade support.
Understands the business process and business requirements of the customers and translates them to specific software requirements.
Ensures the solution recommended can be supported and easily maintained by SRPMIC IT Staff.
Documents and analyzes the required information and data.
Understands the technical designs as well as the specifications.
Effectively communicates with internal teams and external clients to deliver functional requirements like GUIs, screens and interface designs.
Leverages strong technical skills coupled with business intelligence and a deep understanding of customer's needs so they can be transformed into application and operational requirements.
Acts as an interface between business units, technology teams and support teams.
Develops requirements traceability to test cases.

Communication: Communicates professionally and works effectively with multiple levels within the Government.
7.
End-User Training: Assists and/or instructs end-users with training as required for production, enhancement and upgrade support.
Activities include, but are not limited to, developing training plans, creating training material and hosting the training sessions.

Problem Solving: Applies proven analytical and problem-solving skills to all assignments.
Identifies critical issues and proposes viable alternatives or solutions.
9.
Administration: Adheres to and enforces department standards, policies, procedures and industry best practices.
Communicates plans, status and issues to management on a regular basis.
Participates in development of internal IT processes, policies and procedures.
Attends required meeting with project team members, Liaisons and others for project directives and updates.
10.
Testing: Assists with the preparation of test plans and the testing of solutions in compliance with SRPMIC guidelines and standards.
Assists with preparation of test plans and test scripts for manual and automated testing activities.
Coordinates and performs in-depth tests including end-user reviews for modified and new systems and provides other post-implementation support.
Tests identify the business condition being tested, expected results and document actual testing results.
Ensures high quality and accuracy is maintained thru to software release.
Provides feedback to the development team and completes work in accordance with the schedule and the quality requirements.

Gideon Taylor Forms: Works with end-users to define requirements and assist with the development of forms, including working with the development team to fully integrate the form with the HCM application.
Tasks includes, but not limited are: Good understanding on the Gideon Taylor eForms frameworkGood understanding of the approval workflow process in PeopleSoft and how it relates to the Gideon Taylor eForms solutionLead the form design process, assist with the development, testing and deployment of the form.
Collaborate with the HR team, as the process owners, and the technical resource to produce the best solution for the stakeholdersDevelop training materials and provide training to end-usersAssist with the full-integration of the form, with the application, to streamline and simplify HR processes.
Ensures that the forms fit within a business process within PeopleSoft HCM and will automate the process.
Production support for all forms deployed.
Lead and assist technical changes for any post-production enhancements, as needed.
12.
PeopleSoft Security: responsible for the analysis and maintenance of functional security objects and role definitions as relates to the PeopleSoft Financials and HCM Applications.
Design, develop, integrate, test, implement, and maintain PeopleSoft security structure.
Assess current security configuration and work with the department directors to manage roles and permissions assigned to end-users; assess department row-level security and reporting access and work with the department directors to make changes, as needed.
Maintain end-user security; evaluate and maintain new hires security on a weekly basis.
Develop strong relationships with end users and other IT teams to effectively troubleshoot and resolve security issues13.
Middleware: Collaborate with the middleware system administrator on troubleshooting incidents for the PeopleSoft related interfaces with financial institutions and benefits providers.
Assist with the implementation of new interfaces, maintenance of existing interfaces, passwords and encryption keys updates.
Work with the vendors and middleware administrator on these changes and communicate with the end-user to ensure that files are being transmitted timely and correctly.
Document all changes and train other team members.
14.
Miscellaneous: Performs other job related tasks as assigned by the PeopleSoft Analysis Supervisor, Assist IT Director (Applications and Program Management) or IT Director.
