95 Annually) Grade: 24 Closing Date: May 3, 2024 Job Summary: The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Business Analyst for the Family Assistance Administration (FAA) Systems unit.
This position is responsible to support computer applications governed by the Division of Benefits and Medical Eligibility (DBME) for Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medical Assistance (MA), and State programs.
The position will conduct analysis of business processes, gather business requirements, complete testing activities, and participate on project work groups.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties: Essential Duties and Responsibilities include but are not limited to: Conduct research and analysis of business processes utilizing methodologies and techniques for system analysis and design, policy, and other resources, organizational, operational procedure, and system requirements.
Conduct feasibility reviews, impact, and gap analysis of workflow, data flow, and other diagrams.
Conduct business and functional requirement gathering and documentation; report specification; manage requirement traceability matrix and recommend solutions and implementation strategies working with End User, Developer, Stakeholder, etc.
to support the Division’s processes and applications.
Provide functional expertise to developers during the design phase.
Gather business requirements for an Impact Filter, Business Requirements Document (BRD), System Change Request, Project Charter, etc.
Schedule, facilitate and lead sessions to interview shareholders to gather and document business and functional requirements, develop process flows for complex processes, create use cases, work with developers to ensure an understanding of the business and functional requirements.
Complete testing activities (develop comprehensive test cases, scenarios/scripts, use cases, regression testing, etc.
) execute tests, report and document test outcomes for traceability, submit, monitor, and track defects; and re-test when appropriate.
Coordinate and track post migration certification including after-hours, validate implementation of deliverables, and document and facilitate implementation of best practices or lessons learned.
Participate on Pilots and Projects by developing, modifying, and updating project work plan, create Project Change Requests, set goals and objectives, schedule meetings with project teams or stakeholders, manage workload, prioritize tasks, and assign and monitor project activities to meet commitments and finalize project timely and accurately using project management methods, tools, and processes.
Identify issues, trends, gaps, and risks in proposed and existing applications.
Develop and/or deliver oral and/or written presentations, training, Desk-Aids, Standard Work, Reports, and/or associated materials for a wide variety of audiences on both technical and non-technical aspects of a project.
Knowledge, Skills & Abilities (KSAs): Knowledge of: Research and analysis methodologies.
Familiar with Business Analysis Body of Knowledge (BABOK).
Requirement gathering, and management of confidential data.
Skills in: Development and execution of testing activities and documentation.
Understanding of program policies, procedures, and processes.
Problem and resolution skills and listens without interruption and provides feedback.
Excellent customer service, organization, and time management skills with attention to detail.
Ability to: Work at least 40 hours per week and maintain satisfactory attendance and punctuality standards.
Work independently or collaboratively under pressure.
Read, interpret, and comprehend oral and written documentation and write effective documents.
Selective Preference(s): The ideal candidate for this position will have: Bachelor's Degree OR 5 years of experience in business analysis (or equivalent experience).
Knowledge of programs administered by DBME, systems utilized (SNAP, TANF, MA) or other systems supporting DES programs.
Familiarity with Agile framework.
Pre-Employment Requirements: Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
