*Summary:* The Bilingual Human Resources Assistant is responsible for assisting with a variety of tasks to support the daily operations of the HR department.
Functional areas will include Onboarding/Offboarding, Leave Management, HR reporting, Employee Relations, Recruiting and specifically will be tasked the following.
*Essential Duties and Responsibilities* include the following.
Other duties may be assigned.
* Assist in onboarding new employees including employee portal setup, data and document collection, equipment distribution, introduction to team, helping new hires enroll in benefits, answering questions and concerns, etc.
* Assist in offboarding employees including document collection, company property collection, etc.
* Assist with the administration of benefit plans as needed.
* Assist in Expatriate employees with relocation/settlement and onboarding.
* Assist in leave and attendance management including tracking and managing employee leave requests and ensuring adherence to company policies and regulations.
Communicate attendance records such as leave balances, and status, to employee as needed.
* Participate in organizing employee engagement activities, events, and surveys to foster a positive and inclusive work environment.
* Maintain accurate and up-to-date employee records, including personal information and documentation related to onboarding, transfers, and terminations.
* Performs other related duties as assigned by management.
*Qualifications:* The requirements listed below are representative of the knowledge, skill, and/or ability required.
* *Mandarin verbal communication skills are required.
* * Working experience with both local US and foreign workers is a plus.
* Must have 1 to 3 years work experience.
* Working in HR related role from one or combination of the following Industries is a plus: High Technology, HR Consulting, and/or a large design engineering companies like Bechtel, Flour, AECOM, Kiewit, or similar large design build construction firm.
* Ability to work long hours in a construction site environment (trailer office).
* Start-up experience preferred.
* High level of attention to detail, and highly organized.
* Excellent verbal and written communication skills.
* Excellent interpersonal, negotiation, and conflict resolution skills.
* Ability to act with integrity, professionalism, and confidentiality.
* Ability to effectively prioritize responsibilities depending on project needs.
* Excellent organizational and time management skills.
* Ability to develop and maintain successful relationships with all levels of employees, clients, and subcontractors.
* Must be able to work under pressure and meet deadlines while maintaining a professional attitude.
*Education/Experience:* * Bachelor’s degree in Human Resources, Business Administration or relevant degree; or two to three years related experience and/or training; or equivalent combination of education and experience.
*Language Proficiency:* * Ability to communicate in Mandarin is a must.
* Effective English verbal and written communication skills required; Ability to effectively present information and respond to questions from groups of managers, and employees.
*Computer Skills:* To perform this job successfully, an individual will be proficient in all Microsoft Office Suite products (Word, PowerPoint, Outlook, Teams), highly skilled in Excel; and have knowledge of Teams and Zoom.
