Summary The Contractor Project Analyst manages the submission of work jobs to review material needs, equipment services, production costs, performance requirements and delivery schedules to ensure accuracy and completeness.
Identifies most appropriate contractor(s) for jobs, maintains oversight of project progress, makes resource adjustments for various projects as needed, and completes post-job performance assessments.
Collaborates with internal stakeholders (e.
g.
, Business Unit, Supply Chain) in various aspects of contract negotiation and contract administration.
Minimum Requirements A four-year Bachelors degree in Business, Finance, Construction Management or other job related field from an accredited college or university plus five (5) years experience in contract administration, project management, construction, office administration and/or maintenance in a utility environment.
In lieu of bachelors degree, combination of college coursework and experience in contract administration, project management, construction, office administration and/or maintenance in a utility environment equaling nine (9) years.
Preferred Special Skills, Knowledge or Qualifications: Commercial contracting experience.
Knowledge of project management and financial analysis.
Excellent interpersonal, communication, and influencing skills.
Ability to present technical and complex information in a clear and understandable manner.
Some knowledge of contract law and application.
Thorough technical understanding and working knowledge of utility principles and statistical analysis techniques.
Major Accountabilities 1) Reviews submitted work jobs to identify all work requirements including required materials, designs, and schedules.
Selects or recommends the best contractor(s) to support the work.
Confirms that materials have been ordered, planning is completed, and all tasks required to support job have been completed or are in process before submitting to contractors.
Participates in pre-construction meetings as needed.
Adjusts resource allocations as needed for changing prioritization during life of projects.
Assesses contractor performance and provides input to construction services and Supply Chain.
2) Collaborate with Supply Chain, construction/project management and other internal stakeholders in the development of negotiating strategies and supports negotiations of complex, multimillion dollar contracts.
Recommends and implements specific courses of action to meet internal and external customer needs.
3) Provides recommendations in the development of requests for proposals (RFP) and/or justification for selection of specific vendors in lieu of the RFP process (sole source selection).
4) Provides documentation to internal management identifying business cases for decisions made in the procurement process including basis for vendor/contractor selection, negotiated terms and conditions and award recommendations.
5) Provides oversight, training, guidance and general assistance to internal stakeholders including construction, Project Management Office (PMO) and accounting to ensure APS consistency and adherence to company contracting policies.
6) Establishes and maintains strong partnerships with contractors and suppliers to meet our cost management strategies and project and corporate objectives.
