ADOT leaders are visible and present, demonstrating: We are One ADOT This position is responsible for managing the Engineering Consultant Section (ECS).
This position is responsible for compliance with the Brooks Act as applicable as well as 23 CFR 172.
ECS assists in the procurement of consultant contracts for multiple ADOT areas including Project Management Group, Right-of-Way, Environmental Planning Group, and other areas on occasion.
This position is also responsible for overseeing consultant payment reports through various ADOT sections for payment.

Job Duties: Essential Duties and Responsibilities include but are not limited to: • This position leads ECS as the lead agent in procuring and executing consultant contracts for ADOT areas requiring consultant design.
This position is responsible for ensuring a productive and rewarding work environment.
This position ensures that practical controls are in place that conform to 23 CFR 172 in coordination with Audit & Analysis, areas requiring consultant services, and the Attorney General's office as needed • Consultant Selection Process-Using AMS tools, continuously analyzes and evaluates best practices for executing consultant contracts in the most efficient manner.
This includes extensive collaboration with industry via ACEC, AGC, and all areas in ADOT in need of consultant services • Actively manages contract executions, contract modifications, task orders, and payment reports dashboards.
Analyzes deficiencies and takes appropriate risks and actions with the Pareto (80/20) or Delta Force (70/30) rule as appropriate • Actively engage and collaborate with the Arizona Council of Engineering Companies (ACEC) and other ADOT groups such as PMG and LPA.
At present (2022), ADOT pays $9DM annually in consultant services and maintaining a strong working relationship with ACEC is paramount to delivering the Five-Year construction program consistently on time • Responsible for procurement of alternative delivery projects including Design-Build, Design-Build via P3 law and Construction Manager at Risk (CMAR) • Participates on PDCA teams to constantly improve ADOT everywhere, every day, and everybody to optimize ADOTs efficiency and effectiveness Knowledge, Skills & Abilities (KSAs): Knowledge in: • Administering transportation projects, organization management, and operational procedures of an State or Local government Skills in: • Verbal and written communication with strong customer perspective service and closure skills Ability to: • Effectively assess, articulate, synthesize, and implement complex projects and organization needs as a leader/coach • Coach and develop employees, including continuous improvement practices and principles Selective Preference(s): The ideal candidate for this position will have: A Bachelor's degree from an accredited institution in business.
Pre-Employment Requirements: This position requires possession of a valid Arizona Class D Driver License.
