As the primary interface with the Defense Contract Audit Agency (DCAA), the position handles communications and manages timelines for key deliverables.
The position works closely with the Finance team and throughout the organization to ensure that there is an understanding and compliance with both Cost Accounting Standards (CAS) and the Federal Acquisition Regulation (FAR).
This position is accountable for the Sarbanes-Oxley Act and the SSAE 18 compliance efforts of the organization.
Directs the identification, development, documentation, and the implementation of internal financial controls.
Ensures compliance with regulatory requirements of the Act.
Coordinates process to document controls and collaborate with senior management, Internal Audit, external auditors, and the Accounting department.
Coordinates with TriWest departments to review, analyze, and document internal controls and processes.
Education & Experience Required: • Bachelor's degree in Accounting, Finance, or related field • Certification as a Certified Internal Auditor, Certified Public Accountant, or Certified Management Accountant • 5 years' management experience • 10 years' increasingly responsible accounting experience, including 7 years' experience in Corporate Accounting and Internal Auditing, including managing complex audits Preferred: • 3 years' experience in Government Accounting and Cost Accounting standards • 2 years' experience with SOX (Sarbanes-Oxley) compliance, SSAE 18 Service Organization Controls (SOC) auditing, FAR (Federal Acquisition Regulations) regulations, and COSO internal controls standards • Knowledge of PeopleSoft Accounting software Key Responsibilities • Actively develops and maintains a thorough working knowledge of accounting regulations: • Federal Acquisition Regulations (FAR) • Defense Federal Acquisition Regulations (DFAR) • Cost Accounting Standards Board Regulations (CASB) • Generally Accepted Accounting Principles (GAAP) • Statements on Standards for Attestation Engagements (SSAE) No.
18 • Oversees development of Government Reports to include the Disclosure Statement, Incurred Costs Proposal and Forward Pricing Proposal.
• Manages Defense Contract Audit Agency (DCAA) audits.
• Manages the SSAE 18 SOC 1 and SOC 2 audits.
• Performs advanced testing and analysis activities to maintain operations, policies, procedures, and guidelines related to government contract accounting, and cost accounting.
• Plans, organizes and directs the activities of the Internal Controls functions of TriWest.
• Evaluates material elements of financials statements and determines risk and controls around each key financial area.
• Reviews and documents the major processes of TriWest and the impact on the financial statements, including the related internal controls, process maps and risk analysis.
• Prepares and executes process test plans.
• Educates and trains TriWest staff on the importance and underlying purpose of Internal Controls.
• Coordinates with Information Technology on system and security controls.
• Performs other duties as assigned.
